Most projects nowdays uses raw.githubusercontent.com to check for updates, so all these projects are not working in Syria.

I understand the frustration — this seems related to GitHub’s regional access policy.

Even though GitHub has expanded availability in Syria recently, some subdomains (like raw.githubusercontent.com or aw.githubusercontent.com) might still be restricted due to ongoing compliance checks with international export control regulations.

These restrictions are not something users can resolve locally — they’re applied at the platform or CDN level.

I’d recommend opening a support ticket with GitHub here
under “Account or domain access issue”.
GitHub’s compliance or infrastructure team can confirm whether access for your region is being restored or still under review.

It is almost now about 9 months since the last reaction on this issue, and still even thought the restrictions are lifted still the https://github.com/__proxy/release-assets.githubusercontent.com/github-production-release-asset/* is not available in Syria, I think there were some more tickets for solving this issue.

I see that there is a suggestion to create a support ticket for that on https://support.github.com/ But even https://support.github.com/ is Not accessible in Syria !

So I guess this community discussion is one of the ways to say a thing about it.

I guess @mlinksva attention is needed here based on https://github.blog/company/github-is-enabling-broader-access-for-developers-in-syria-following-new-government-trade-rules/

It works on StarLink networks even with a Syrian IP address and sometimes on Syriatel networks, but not on STE networks. I think there are numerous number of Syrian IP addresses blacklisted individually. Or STE itself is blocked as a company, not the whole country.

STE networks are the only Syrian governmental networks and it is blocked! Also Starlink is not available in Syria in any standard/official way but in roaming from Jordan or Cyprus origin meaning even with the Syrian ip it is mostly showing origin Cyprus or Jordan when being used in Syria so that does not count as there is no issue.
