Public profile and public repositories return 404 while signed out

Hello GitHub Community,

I am experiencing what appears to be an account-level public visibility issue.

My GitHub username is Kris20030907.

While I am signed in, I can access my profile, repositories, pull requests, and other account content normally.

However, when I sign out or open GitHub in an incognito/private browser window, the following pages return 404 Not Found:

Public repository: https://github.com/Kris20030907/Kris20030907
The repository is clearly marked as Public while I am signed in.

I have also noticed that some of my previous pull requests, contributions, and other public activity are no longer visible to other users.

Checks already completed:

The account username is exactly Kris20030907
The repository owner is exactly Kris20030907
The repository visibility is set to Public
The profile repository name exactly matches the username
README.md exists in the repository root
“Make profile private and hide activity” is disabled
The issue occurs across multiple browsers, devices, and signed-out sessions
I have already submitted a reinstatement request to GitHub Support.

To the best of my knowledge, I have not performed any activity that violates GitHub’s Terms of Service, Acceptable Use Policies, or Community Guidelines.

If a specific action, repository, contribution, automated process, or security concern caused this restriction, I would appreciate clarification so that I can understand the issue and cooperate in resolving it.

I understand that community members cannot access private account or moderation information. I would mainly like to know:

Has anyone experienced a similar situation where an account works while signed in, but its public profile and public repositories return 404?
Are there any additional account settings or verification steps I should check?
Is a reinstatement request the correct process for this issue?

In addition to my profile and public repositories returning 404 while signed out, some of my previous pull requests / merge requests and contributions are also no longer publicly visible to other users.

I was able to reproduce a similar issue. Does the 404 only occur when you're signed out, or does it also happen in an incognito/private browser window? It might help determine whether it's a caching or permissions issue.

When I view my account's personal profile in a private window, it shows "not found."

The evidence is provided above; I guarantee that I have not engaged in any form of abuse. I was simply making legitimate contributions via Merge Requests to the open-source community, yet the GitHub support bot flagged my account as problematic.
